Reporting to the Director of Corporate Services, the Manager of Human Resources is accountable for providing effective and efficient human resource administration support to the Department, and for coordinating the preparation and implementation of human resource plans aimed at recruiting professional employees and developing and retaining a stable and qualified northern workforce within a culturally relevant workplace. The Manager contributes to the organization by providing quality support services that allow for meaningful human resource planning, effective performance management by departmental managers, effective recruiting practices and staff development programs. The incumbent contributes to a stable, professional organization, which provides responsive, relevant and high quality programs and services.
The Manager’s responsibilities include, but are not limited to: supervising indeterminate staff and casuals to ensure they are meeting the requirements of their positions; developing and maintaining a departmental orientation program to acquaint staff with the mandate of the Government, the Department and the employees role within the organization; delivering training on departmental practices and procedures; providing career planning advice to assist staff in designing their own individual career plans; supporting the senior management team by coordinating and implementing a departmental human resource plan; advising on matters of employee discipline, and dispute resolution arising out of the interpretation of the collective agreement as well as conducting performance reviews to assess the extent to which mutually agreed objectives have been achieved.
The ideal candidate will have a recognized undergraduate degree in Business Administration, Commerce, Social Science or similar field, along with three (3) years human resources management experience administrating the full spectrum of human resources functions. One (1) year experience in managing staff and/or leading a team is essential. The completion of a recognized professional certification in Human Resources is an asset. Training in Alternate Dispute Resolution, Hay Evaluations, Performance Management, and Human Resource Information Systems is also an asset.
The Official Languages of Nunavut are Inuktitut (Inuinnaqtun), English and French. The ability to speak more than one of Nunavut’s official languages is an asset. Knowledge of Nunavut, the land and culture is required.
Equivalencies that consist of an acceptable combination of education and experience may be considered.
